
Enhancing Global South Capacity to Address Climate Emergencies
As climate intervention technologies—such as solar radiation management and ice sheet stabilization—transition from theory to potential implementation, significant challenges persist, including governance deadlocks, misinformation, and the exclusion of Global South perspectives despite these regions facing the most severe climate risks. The African Tech Futures Lab (ATFL) is partnering with ARC to advance research and dialogue on climate interventions, with a focus on strengthening Global South leadership in this emerging field.

Dr. Rose M. Mutiso is the Founder and Executive Director of the African Tech Futures Lab (ATFL), an African-led institute focused on emerging technologies in energy, climate, and digital systems. Previously, she was the Research Director at the Energy for Growth Hub, leading work on energy transitions and emerging energy technologies in Africa and other energy-poor regions. She also served as a Senior Fellow in the U.S. Department of Energy, where she co-led DOE’s engagement on the technology and policy dimensions of energy access in sub-Saharan Africa and South Asia. Prior to this, she served as an Energy and Innovation Policy Fellow in the office of U.S. Senator Christopher A. Coons, co-authoring several pieces of legislation that were signed into law by President Barack Obama. She is also the co-founder and former CEO of the Nairobi-based nonprofit Mawazo (“Ideas”) Institute, which provides doctoral research funding and professional development support to early-career African women scientists.
Rose holds a BA and BE in Engineering Sciences from Dartmouth College and a PhD in Materials Science and Engineering from the University of Pennsylvania. Her TED talks on African energy and climate futures have been viewed over 3.6 million times, and she is a contributor on these issues across major media platforms. Seed Grants
ARC’s Seed grants will provide early-stage funding to catalyze promising ideas addressing catastrophic climate risks.
ARC Seed grants support promising ideas with exploratory efforts, scoping studies, concept development, early-stage research, and small pilot projects, to help develop and refine innovative concepts or unblock initial barriers.
Timeline: ARC Seed grants are provided for 3-6 month engagements.
Grant Amount: ARC’s Seed grants generally provide $30–100K in funding as well as deep engagement on project design and strategy.

ARC Build grants support the development of independent organizations or partnerships with existing entities, focusing on activities such as program planning, roadmapping, early implementation, and organizational development.
